Gartner Top 25 Resiliency

HIRC + Gartner Partnership Advancing Healthcare Supply Chain Resilience

Gartner has again included a quantitative risk management component in the 2026 Healthcare Supply Chain Top 25, accounting for 5% of the total score. This recognizes health systems that demonstrate supply chain resiliency through engagement with HIRC’s standards, data submission, and supplier implementation practices.

 

 

Simple 4 Steps

1. Prepare Your BCP

Make sure your Business Continuity Plan covers all 9 required sections:

  • Introduction & Purpose

  • Governance & Roles for resiliency planning

  • Risk Assessment & Impact Analysis

  • Prevention & Mitigation Strategies

  • Response Plan & Emergency Procedures

  • Recovery Strategies & Plans

  • Communication Protocols

  • Testing, Training, & Exercise

  • Plan Maintenance & Updates

2. Complete the Submission Form

  • Open the online resiliency submission form

  • Enter your organization details

  • Upload your prepared BCP

  • Confirm that the BCP you upload includes all required sections listed above

Be sure to answer every required question before submitting. Incomplete submissions may delay scoring.

3. Receive Confirmation from HIRC

Once submitted:

  • HIRC will review your form and BCP for completeness

  • You will receive a confirmation email verifying receipt

  • If any section is missing or needs clarification, HIRC will follow up

Confirmation ensures your submission is valid and will be included in scoring.

4. Points Tabulated & Shared with Gartner

  • HIRC evaluates your submission against the resiliency criteria

  • Points are earned for your health system based on engagement and completeness

  • Scores are consolidated and submitted to Gartner as part of the 5% resiliency component of the Top 25 ranking

General / Eligibility

Who is eligible to submit a resiliency package?

  • Any health system that wants to be considered for the Gartner Top 25 Supply Chain Resiliency component and meets HIRC membership and data requirements.

Do we need to be a current HIRC member to submit?

  • Yes — Resiliency Engaged requires active HIRC membership to earn points toward the Gartner ranking.
Submission Contents & Requirements

What documents must be included in my submission?

  • You must complete the resiliency submission form and include your current Business Continuity Plan (BCP) for supply chain operations. Redacted versions of the BCP are acceptable, and all submissions are confidential.

What format should the Business Continuity Plan be?

  • PDF or Word documents are preferred. Redactions for confidentiality are acceptable as long as the core elements demonstrating resiliency practices are visible.

Does the BCP need to follow a specific template?

  • There is no required template — HIRC reviews the plan based on adherence to resiliency standards and completeness.

Can we submit supplemental materials (e.g., metrics, dashboards)?

  • Yes — relevant supporting attachments may be included, but the core submission is the form + BCP.
Process & Timing

What is the deadline to submit for 2025 scoring?

  • August 22, 2025. Submissions received after this date will not be included in the 2025 Gartner Top 25 resilience component scoring.

How will I know my submission was received?

  • HIRC will provide a confirmation email indicating receipt and completeness.

What if information is missing or the submission is incomplete?

  • HIRC will notify you and request missing items prior to tabulating points.
Scoring & Levels

How is my submission scored?
HIRC evaluates your submission against the three resilience levels:

  • Resiliency Engaged (active HIRC membership)

  • Resiliency Accountable (complete and valid data submission)

  • Resiliency Leader (evidence of implementation with suppliers)
    Points are tabulated and reported to Gartner for the 5% resilience weighting.

What is the difference between “Accountable” and “Leader”?

  • Accountable means you submitted valid data and documentation.

  • Leader means you’ve also implemented HIRC’s resiliency standards with your supplier base.

Confidentiality & Use of Data

Is my submission confidential?

Yes. All materials submitted to HIRC are treated as confidential. Only aggregated scoring data is shared with Gartner — not proprietary BCP details.

Will my individual responses be published?

No. Only the consolidated resilience scoring and eligibility indicators are shared as part of the Top 25 evaluation — not your raw submission content.
