Gartner Top 25 Resiliency

HIRC + Gartner | Advancing Healthcare Supply Chain Resilience

Gartner has again included a quantitative risk management component in the 2026 Healthcare Supply Chain Top 25, accounting for 5% of the total score. This recognizes health systems that demonstrate supply chain resiliency through engagement with HIRC’s standards, data submission, and supplier implementation practices.

Submission Process

1. Engage with HIRC

Demonstrate active participation with HIRC

  • Attendance is tracked automatically by HIRC
  • You qualify by attending ≥50% of:
    • Large group meetings (Member Calls)
    • Small group meetings (Voice of Provider, Councils)

No submission required for this section — HIRC calculates this based on participation records.

2. Accountable

Submit your Business Continuity Plan (BCP)

You will be asked to confirm that your Supply Chain BCP includes all 9 required sections:

  1. Introduction & Purpose
  2. Governance & Roles for resiliency planning
  3. Risk Assessment & Impact Analysis
  4. Prevention & Mitigation Strategies
  5. Response Plan & Emergency Procedures
  6. Recovery Strategies & Plans
  7. Communication Protocols
  8. Testing, Training, & Exercise
  9. Plan Maintenance & Updates

📌 To meet HIRC criteria and receive full credit, all nine sections must be documented and included in your submission.

3. Leader

Integrate HIRC Standards into Competitive Bid and Supplier Review Processes

To qualify for leadership-level scoring, your organization must incorporate HIRC standards into:

  • Competitive bid (RFx), and
  • Supplier performance reviews (QBRs).

Required Supplier Evaluation Criteria

The following questions must be included and scored in both RFx and QBR processes:

  1. Do you have the HIRC Transparency Badge for this year?
  2. What percentage of your product portfolio sold to our health system is covered by the HIRC Resiliency Badge?

Scoring Requirement

Responses to these questions must be:

  • Assigned a defined scoring methodology
  • Incorporated into supplier selection and performance evaluation

4. Submit & Confirm

  • Complete the online submission form
  • Upload your BCP
  • Ensure all required fields are completed

After submission:

  • HIRC reviews for completeness
  • You receive confirmation via email
  • Any gaps or clarifications will be communicated

How is my submission scored?

HIRC evaluates your submission across three categories:

  • Engaged — participation in HIRC activities
  • Accountable — internal resiliency capabilities and documentation
  • Leader — integration of HIRC standards into supplier processes

Each category contributes to your total score, which is submitted to Gartner as part of the 5% resiliency component.

What is the difference between Accountable and Leader?

Accountable means your organization has established core resiliency capabilities, including:

  • Dedicated FTE
  • Valid Business Continuity Plan (BCP)
  • Internal tracking of HIRC-related supplier data

Leader means your organization has extended those capabilities into supplier-facing processes by embedding and scoring HIRC standards in RFx and QBR workflows using required supplier questions.

This includes requiring supplier responses to HIRC badge-related questions and using those responses in your evaluation process.

Where must the required supplier questions be used?

The required HIRC questions must be included in both:

  • Competitive bid processes (RFx)
  • Supplier performance reviews (QBR)

Inclusion in only one process may result in partial or no Leader-level scoring.

Do we need to assign scores to supplier responses, or just ask the questions?

To receive the “Leader” credit, the required HIRC questions must not only be included in RFx and QBR processes, but also formally scored as part of your supplier evaluation framework.

Common Mistakes

What are common reasons submissions do not receive full credit?

Common issues include:

  • Missing sections in the Business Continuity Plan
  • Not including required supplier questions in both RFx and QBR processes
  • Including questions but not formally scoring responses

Ensuring completeness across all three areas improves scoring outcomes.

Business Continuity Plan

What documents must be included in my submission?

  • You must complete the resiliency submission form and include your current Business Continuity Plan (BCP) for supply chain operations. Redacted versions of the BCP are acceptable.

What format should the Business Continuity Plan be?

  • PDF or Word documents are preferred. Redactions are acceptable as long as the core elements demonstrating resiliency practices are visible.

Does the BCP need to follow a specific template?

  • There is no required template — HIRC reviews the plan based on adherence to resiliency standards and completeness.

Can we submit supplemental materials (e.g., metrics, dashboards)?

  • Yes — relevant supporting attachments may be included, but the core submission is the form + BCP.
Process & Timing

What is the deadline to submit for 2026 scoring?

  • August 31, 2026. Submissions received after this date will not be included in the 2026 Gartner Top 25 resilience component scoring.

How will I know my submission was received?

  • HIRC will provide a confirmation email indicating receipt and completeness.

What if information is missing or the submission is incomplete?

  • HIRC will notify you and request missing items prior to tabulating points.
General / Eligibility

Who is eligible to submit a resiliency package?

  • Any health system that wants to be considered for the Gartner Top 25 Supply Chain Resiliency component and meets HIRC membership and data requirements.

Do we need to be a current HIRC member to submit?

  • Yes — Resiliency Engaged requires active HIRC membership to earn points toward the Gartner ranking.
Confidentiality & Use of Data

Is my submission confidential?

Yes. All materials submitted to HIRC are treated as confidential. Only aggregated scoring data is shared with Gartner — not proprietary BCP details.

Will my individual responses be published?

No. Only the consolidated resilience scoring and eligibility indicators are shared as part of the Top 25 evaluation — not your raw submission content.
